Current status of e-commerce development in China

China’s e-commerce began in 1997. Large-scale e-commerce projects such as China Commodity Ordering System (CGOS), China Commodity Exchange Center (CCEC), and the virtual "Canton Fair" were launched one after another in 1997, kicking off China's e-commerce. The launch of the "Capital E-Commerce Project" in 1998 and the emergence of "8848 Online Supermarket" in 1999 marked the beginning of a period of rapid development for China's e-commerce, which marked the "official launch" of China's e-commerce. According to statistics, there are currently 40,000 commercial websites across the country, including more than 700 online stores. A large number of e-commerce projects are launched, and various e-commerce consulting websites, online stores, online malls, online specialty stores, online auctions, etc. are launched almost every day. E-commerce application and development areas have also begun to develop from a few cities such as Beijing, Shanghai, and Shenzhen to large and medium-sized cities. According to IDC predictions, the online transaction volume in mainland China will reach 40 million US dollars in 2000 and will reach 3.8 billion US dollars in 2003. It can be said that China's e-commerce has moved from the outside to the inside, from the virtual to the real, and from the publicity, enlightenment and promotion stage to the pragmatic development and implementation stage. 1. Government promotion and environmental improvement The Chinese government is comprehensively, actively and steadily promoting the development of China’s e-commerce. Since 1998, the government's support and coordination for e-commerce have increased significantly. The introduction of the overall framework for my country's e-commerce development (including overall strategy, development planning, development measures, technical system standards, and relevant laws and regulations) will provide a more standardized and orderly application and development environment for e-commerce. Many local governments have also given unprecedented attention and support to e-commerce, and have begun to regard e-commerce as an important industry development direction. The legal environment for e-commerce in my country still needs to be improved and improved. When it comes to legal issues regarding e-commerce in China, we should pay attention to striking a balance between standardizing management and encouraging innovation. We must not only see the necessity of standardizing the development of e-commerce, but also fully realize that e-commerce is different from traditional commerce. The development of e-commerce in China creates a relaxed and orderly legal environment. To this end, what the government should do is to formulate policies to encourage the application and development of e-commerce, encourage exploration, encourage innovation, and at the same time immediately start to solve pressing issues in e-commerce laws, such as the legal validity of electronic signatures and electronic contracts. 2. Restricting bottlenecks and beginning to break through Online payment, physical distribution and credit, as important links in e-commerce system engineering, are regarded as "bottlenecks" restricting the application and development of China's e-commerce. Since 1999, the "bottleneck" of online payments has been rapidly being resolved. Some of the more successful ones in this regard include the "8848" online supermarket that provides diversified payment methods including online payment, and the Capital Electronics Mall e-commerce payment platform. The importance of physical distribution in the application and development of e-commerce has been widely recognized and valued by people in the e-commerce industry, and they have tried to solve it in various ways. In this regard, there have been some gratifying developments that can be called breakthroughs. China Post, which has the largest delivery network in my country, has joined the e-commerce field, and some professional distribution companies that specifically serve e-commerce projects have also appeared one after another. 3. Application models are becoming increasingly diverse. In the BtoC model, online bookstores and online shopping malls are developing with greater momentum after adding online payment functions and improving various services; online auctions, online shopping malls, online mail order and other consumer-oriented e-commerce websites Launched in large quantities. Many e-commerce companies and industrial and commercial enterprises have begun to consider inter-enterprise e-commerce. Securities e-commerce has also developed, and "online stock trading" has become a reality for some investors. The Internet is a unique sky, and China's national conditions have its own particularities. How to combine the Internet with China's national conditions, give full play to the advantages of e-commerce, and achieve meaningful innovation in e-commerce technology and business models is a major issue facing people in the Chinese e-commerce industry. 4. Internal and external integration is gradually becoming a trend. The number of e-commerce companies and projects with foreign investment background is increasing day by day. Its manifestations are two-way: there are overseas venture capital investments that directly enter domestic e-commerce companies, and there are also domestic companies that absorb overseas funds through overseas listings. In many e-commerce companies, the number of senior managers who are foreign or have backgrounds in foreign-funded companies has increased significantly. At the same time, overseas e-commerce companies began to directly enter the Chinese market.

As the prospect of China joining the World Trade Organization becomes increasingly clear, e-commerce based on the Internet that transcends national boundaries has irreversibly embarked on the path of world economic integration. 5. Existing problems It should not be ignored that the concept of "business-oriented" is still weak. China's e-commerce is driven by the IT industry, which dominates information technology. This makes China's e-commerce have a strong technical tendency at the beginning of its development, and the phenomenon of "emphasis on technology and light on business" abounds. In fact, the relationship between "electronics" and "business" in e-commerce is the relationship between "skin" and "hair". Electronics is "hair" and business is "skin". "If the skin does not exist, the hair will be attached." . E-commerce enterprises must establish a "business-oriented" concept and turn their attention to the actual needs of industrial and commercial enterprises and consumers, so as to establish e-commerce service methods and e-commerce solutions. The awareness of e-commerce among enterprises and consumers needs to be strengthened. The low awareness of e-commerce among enterprises and consumers seriously restricts the development of e-commerce in China. At present, most state-owned enterprises are only accustomed to face-to-face negotiation methods such as traditional ordering fairs and trade fairs, and feel far away from the ability to search and display companies and products online. Taking Tianjin as an example, nearly 4,000 state-owned enterprises are eligible for Internet access. But when the first batch of 132 famous brand companies were mobilized to go online, less than 40 responded, and some companies even made it clear that they were "not interested." The concept of benefits is too one-sided. There is a tendency to one-sidedly emphasize the particularity and magical power of the network economy and e-commerce, and seriously ignore the actual or expected economic benefits. Many e-commerce companies or e-commerce projects take venture capital returns as their only goal, one-sidedly pursuing traffic and one-sided pursuit of listing. This kind of wishful thinking puts many e-commerce companies in a dilemma in operation and development, and faces great operating risks. The foundation of logistics and informatization is still lagging behind. The smooth development of China's e-commerce is inseparable from the progress and improvement of logistics and informatization foundations. This is particularly important for the application and development of China's e-commerce, which is mainly driven by technology. The logistics modernization level and informatization level of the entire society (such as communication network, bandwidth, enterprise informatization, etc.) need to be greatly improved, otherwise it will continue to hinder the development of China's e-commerce.

6. Several major aspects that should be paid attention to 1. E-commerce talents There are currently more than one million people working in the Internet industry in China. The rapid development of e-commerce in China has resulted in a serious shortage of e-commerce talents. China's e-commerce education must start on a large scale in various forms as soon as possible to cultivate enough qualified talents for the development of China's e-commerce. Special attention should be paid to cultivating compound e-commerce talents with both network technology and business knowledge. 2. Enterprise e-commerce. So far, business-to-business (BtoB) e-commerce has not made great progress. The popularity of the Internet has made inter-enterprise e-commerce the basis for future enterprises to evaluate competitiveness and productivity. From inter-enterprise supply chain management, direct sales, customer service, etc., BtoC e-commerce is only one part of it. Without a good inter-enterprise e-commerce system, the development of BtoC e-commerce will also be restricted, thus affecting the overall application and development of China's e-commerce. 3. Securities e-commerce Compared with all other industries, China's financial and securities industries do not have so-called "bottleneck" problems. On the contrary, they have so many favorable conditions such as funds, markets and talents, and are the most suitable for "e-commerce". At present, domestic securities companies such as Minfa, Guotai Junan, Haitong, and Huatai have launched online transactions. It is believed that securities e-commerce will have a great development in 2000 and become the most glorious world of China's e-commerce. The Ministry of Information Industry plans to jointly study and formulate online stock trading regulations with the China Securities Regulatory Commission, and will announce and implement them as soon as possible. Mobile Internet is becoming another opportunity for securities e-commerce and should also be taken seriously. 4. E-commerce software and solutions According to the latest report of Delphi Group in the United States, global e-commerce software sales will grow significantly in the next few years, and market sales are expected to increase from the current US$5 billion to US$40 billion in 2002. Dollar. At present, the software and solutions that dominate China's e-commerce application and development basically come from foreign companies such as IBM. Whether it is to develop e-commerce software and solutions suitable for China's national conditions or to seize huge market opportunities to develop China's national software industry, the localization and industrialization of China's e-commerce software and solutions are urgent.
