4. 1. Key projects of the National Spark Plan shall be declared by the administrative departments of science and technology of provinces and ministries.

2. Units that declare key projects must truthfully fill in the Spark Plan Project Declaration, the feasibility study report of the Spark Plan key projects (see Annex 2) and experts' preliminary argumentation opinions and other relevant materials, and submit them to the Spark Office of the Ministry of Science and Technology in ten copies after being audited by the administrative department of science and technology of the province and ministries.

3. The Spark Office of the Ministry of Science and Technology organizes experts to review and identify the application materials openly, fairly and justly, and determine the project undertaker.

4. Within 1 month after the establishment of key projects, the project undertaker shall be organized by the administrative departments of science and technology of provinces and ministries, and sign the task book of science and technology development projects with the Ministry of Science and Technology as required (see Annex 3), and submit it to Spark Office of the Ministry of Science and Technology in six copies.

5. After signing the project task book, the Ministry of Science and Technology and the Ministry of Finance shall, in accordance with the provisions of the financial appropriation system, issue financial support funds for key projects of the National Spark Plan. State financial support funds should be used strictly in accordance with the relevant provisions of the state science and technology funds management, so as to be earmarked and not used for other purposes.

8. The Spark Office of the Ministry of Science and Technology organizes or entrusts the administrative departments of science and technology of provinces and ministries to be responsible for organizing the acceptance of key projects. Key projects should apply for acceptance within 3 months after the completion of the project, and within 1 month after the acceptance, the relevant materials should be reported to the Spark Office of the Ministry of Science and Technology for the record. If the acceptance of key projects is unqualified, the Spark Office of the Ministry of Science and Technology will notify them as appropriate, except for cases caused by irresistible factors.

9 scientific and technological achievements produced in the process of project implementation meet the appraisal conditions, and may apply to the relevant departments for appraisal of achievements.

Twenty-second establish the annual report system of Spark Plan. The administrative departments of science and technology of all provinces and ministries are responsible for compiling the annual report on the implementation of the Spark Plan of their respective regions and departments (see Annex 4 for compilation contents), and submitting it to the Spark Office of the Ministry of Science and Technology before the end of each year 1. The provincial spark planning departments should also establish corresponding spark planning web pages to realize the network link and resource sharing of the national spark plan.

Article 25 The administrative departments of science and technology at all levels shall, jointly with relevant departments, regularly commend and reward the collectives and individuals who have made outstanding contributions and made remarkable achievements in the work of Spark Plan.

The main tasks and objectives of Spark Plan
