(1) Ensure good procurement. Where halal non-staple food must be purchased in the main channel or halal franchise store, and establish a fixed-point supply and marketing relationship with the halal food production and operation department, and establish a sample retention and warehousing inspection system.
(2) Do a good job in processing. According to the eating habits of halal food, the menu will be formulated regularly by the competent personnel to make it fried and sold now.
(3) There should be obvious differences between those who sell well and those who use special tableware, and all the food sold should be kept for 24 hours.
(4) Care for the environment. Muslim canteen staff should strengthen the environmental sanitation work in the operation room and restaurant, standardize the operating procedures, pay attention to personal hygiene habits, and ensure the civilized and hygienic environment of Muslim canteen.

In order to respect the eating habits of ethnic groups who eat halal food, strengthen the management of halal food, and standardize the production and business activities of halal food, these Regulations are formulated according to the Law of People's Republic of China (PRC) on Regional National Autonomy and the actual situation of the autonomous region.

The term "halal food" as mentioned in these Regulations refers to foods, non-staple foods and condiments that are produced, processed, stored, transported and sold (hereinafter referred to as production and operation) according to the eating habits of the people who eat halal food.

Engaged in the production, operation, supervision and management of halal food within the administrative area of the autonomous region, must abide by these regulations.
Article 4
The competent department of ethnic affairs of the people's governments at or above the county level shall be responsible for the supervision and management of halal food within their respective administrative areas.
Industry and commerce, health, public security, economy and trade, quality and technical supervision, quarantine and other departments shall be responsible for the supervision and management of halal food according to their respective responsibilities.
Article 5
People's governments at all levels shall encourage and support the research and development of halal food with national and local characteristics, and give preferential treatment in investment, taxation and credit in accordance with relevant state regulations.
Article 6
Any unit or individual should respect the eating habits of the people who eat halal food; Any unit or individual has the right to report violations of these regulations to the relevant competent departments.
Article 7
Enterprises and individual operators engaged in the production and operation of halal food shall meet the following conditions in addition to the food production and operation conditions stipulated by laws and regulations:
(1) Operators of main positions such as processing, storage, procurement and sales shall have ethnic minorities who eat halal food;
(2) Having special equipment and facilities for processing, storing, transporting and selling halal food.
Article 8
Enterprises and individual operators engaged in the production and operation of halal food shall submit the following materials to the ethnic affairs departments of local counties (cities, districts) and apply for halal signs:
(a) a written application and personal identification;
(2) Hygiene license and business license;
(three) the basic information of the main post operators and the supporting information of the special halal food equipment and facilities.
Comprehensive management of shopping malls, supermarkets, bazaars, hotels and other halal food business need to hang halal signs, you can apply for halal signs in accordance with the provisions of the preceding paragraph.
Article 9
The competent department of ethnic affairs of the people's government at or above the county level shall conduct an audit within 10 working days from the date of receiving the application, and issue a liquidation mark to those who meet the requirements.
Article 10
Muslim signs are uniformly produced by the competent department of ethnic affairs of the autonomous region.
It is forbidden to transfer, lease, trade or falsely use Muslim symbols.
Article 11
Enterprises and individual operators who have obtained halal signs shall hang halal signs in a prominent position in their production and business premises, and clearly mark the word "halal" on their store names, signboards, food names and packaging.
Foods containing meat, milk and edible oil shall not be marked with the word "halal". Non-halal food shall not be packaged with halal logo. Non-halal food shall not pretend to be halal food.
Article 12
Enterprises and individual operators engaged in the production and operation of halal food shall not contain the language, characters, symbols, patterns and their combinations that are taboo for ethnic groups who eat halal food.
Article 13
Booths and counters in shopping malls, supermarkets, bazaars, hotels, etc. Comprehensive management, should keep an appropriate distance from the stalls and counters of halal food, or equipped with isolation facilities.
Article 14
Before the production and operation of halal food enterprises and individual operators suspend business, they shall return the halal signs to the department that originally issued them.
Article 15
Enterprises and individual producers and operators who have obtained halal marks shall not produce and operate non-halal food.
Article 16
Organs, organizations, enterprises and institutions should have Muslim canteens, and their purchasing, storage and cooking personnel should have ethnic minorities who eat Muslim food. Warehouses, cooking tools, measuring instruments, food transport vehicles and production sites must be dedicated.
Article 17
If the food sold as halal food enters the territory of the autonomous region, its operators must hold the "halal" certificate issued by the ethnic affairs department of the people's government at or above the county level where it is produced.
Article 18
The competent department of ethnic affairs of the people's government at or above the county level shall strengthen the supervision and inspection of Muslim canteens of enterprises, individual operators, shopping malls, supermarkets, bazaars, hotels and units that produce and operate Muslim food within their respective administrative areas.
Article 19
Whoever, in violation of the provisions of this Ordinance, engages in production and operation without obtaining a halal signboard, hangs a halal signboard or marks the word "halal" shall be ordered by the ethnic affairs department of the people's government at or above the county level to make corrections, and if he refuses to make corrections, he shall be fined from 500 yuan to 2000 yuan.
Article 20
Anyone who, in violation of the provisions of this Ordinance, transfers, leases, sells or fraudulently uses Muslim signs shall be revoked by the competent ethnic affairs department of the people's government at or above the county level, his illegal income shall be confiscated, and a fine of not less than 5,000 yuan from 500 yuan shall be imposed.
Article 21
In violation of the provisions of this Ordinance, any of the following acts shall be given a warning by the competent ethnic affairs department of the people's government at or above the county level and ordered to make corrections within a time limit; If no change is made within the time limit, a fine ranging from 1000 yuan to 5,000 yuan shall be imposed:
(1) The food without meat, milk or edible oil shall be marked as "halal";
(2) Packaging non-halal food in packages printed with halal logo;
(3) passing off non-halal food as halal food;
(4) Producers and operators who have obtained halal marks to produce and operate non-halal foods.
Article 22
Other acts that violate the provisions of these regulations and should be given administrative punishment shall be punished in accordance with the provisions of relevant laws and regulations; If the harmful consequences are serious and constitute a crime, criminal responsibility shall be investigated according to law.
Article 23
The staff of the national affairs department abuses their powers, neglects their duties, engages in malpractices for selfish ends, and shall be given administrative sanctions by their units or the competent department at a higher level; If a crime is constituted, criminal responsibility shall be investigated according to law.
