(1) In principle, finished products are classified according to their functions or uses. If there are no similar ones, classification can be based on auxiliary criteria, such as by the raw materials of the finished product or the method of its operation.
(2) Multi-functional combined finished products (such as a combination product of a clock and a radio) can be classified into all categories corresponding to the functions or uses of its components. If these functions or uses are not addressed by the various class headings, the criteria shown in clause (1) may be applied.
(3) Raw materials, unprocessed products or semi-finished products are in principle classified according to their raw materials.
(4) If a commodity forms part of other products, and the commodity cannot be used for other purposes under normal circumstances, the commodity shall in principle be classified in the same category as the product it constitutes. All other cases are classified according to the criteria shown in clause (1).
(5) When finished products or non-finished products are classified according to their raw materials, if they are made of several different raw materials, they should in principle be classified according to their main raw materials.
(6) Special containers used to hold commodities shall, in principle, be classified into the same category as the commodities.
