According to Article 5 of the Notice of China Banking Regulatory Commission on Further Regulating Credit Card Business, banking financial institutions are not allowed to deduct any fees before the cardholder activates the credit card, except that the cardholder authorizes the banking financial institutions to deduct fees in writing, telephone recording by the customer service center or electronic signature.

Therefore, most credit cards have no annual fee when they are not activated, but some credit cards with special materials and some high-end credit cards also have annual fees when they are not activated.
