Article 4: The autonomous region shall formulate supporting policies to promote the development of small and medium-sized enterprises in accordance with national regulations and conduct overall planning for the development of small and medium-sized enterprises.
State, city (prefecture), and county (city) people's governments should incorporate the development of small and medium-sized enterprises into the overall national economic and social development plan, and formulate specific measures to promote the development of small and medium-sized enterprises within their respective administrative regions.
Article 5 The department responsible for small and medium-sized enterprises of the autonomous region people's government shall organize the implementation of national and autonomous region small and medium-sized enterprise policies and plans, and according to the industrial policy, formulate an industry guidance catalog for the development of small and medium-sized enterprises in the autonomous region, regularly announce the key points of support, and guide and encourage the development of small and medium-sized enterprises.
The departments responsible for the work of small and medium-sized enterprises at the state, city (prefecture), and county (city) people's governments provide comprehensive coordination, guidance, and services for the work of small and medium-sized enterprises in their respective administrative regions.
Relevant departments of the people's governments at or above the county level shall provide guidance and services for small and medium-sized enterprises in accordance with their respective responsibilities.
Article 6 The department responsible for small and medium-sized enterprises under the People's Government of the autonomous region shall work with the statistical administrative department at the same level to establish a statistical indicator system for small and medium-sized enterprises in the region, strengthen the collection and dynamic monitoring of statistical indicators for small and medium-sized enterprises, and accurately reflect the statistical indicators of small and medium-sized enterprises. Article 7: Small and medium-sized enterprises shall fulfill relevant obligations stipulated in laws and regulations, operate and manage in accordance with the law, establish and improve various management systems, improve enterprise management levels, and enhance self-discipline and self-development capabilities.
Chapter 2 Financial Support
Article 8 The people's government of the autonomous region shall arrange special funds for the development of small and medium-sized enterprises in the fiscal budget at the same level, and increase them year by year according to the growth rate of the autonomous region's fiscal revenue.
State, city (prefecture), and county (city) people's governments should, based on local actual conditions, arrange special funds for the development of small and medium-sized enterprises in the fiscal budget at the same level to provide financial support for small and medium-sized enterprises.
Article 9: The department responsible for small and medium-sized enterprises of the people's government at or above the county level shall propose a use plan for special funds for the development of small and medium-sized enterprises, and arrange the use of special funds together with the financial department at the same level. The audit department at the same level shall review the use of special funds. Carry out audit supervision.
The autonomous region’s financial department, in conjunction with the autonomous region’s department responsible for small and medium-sized enterprises, will formulate specific management measures for special funds for the development of small and medium-sized enterprises in the autonomous region.

Article 12 Financial institutions shall, in accordance with national credit policies, adjust the credit structure, innovate credit methods, improve the financing environment for small and medium-sized enterprises, and provide small and medium-sized enterprises with services in credit, settlement, financial consulting, investment management, etc. Serve.
Financial institutions should increase their development loan support for small and medium-sized enterprises, and give priority to providing credit support to small and medium-sized enterprises that comply with national industrial policies and have market development prospects.
Encourage the establishment of local financial institutions for small and medium-sized enterprises in various forms and in accordance with the law.
Article 13: Encourage policy banks to rely on local commercial banks and other financial institutions and guarantee institutions to carry out on-lending, guaranteed loans and other businesses to small and medium-sized enterprises.
Article 14: Encourage the development of the pawn industry and financial leasing industry, and provide short-term, medium- and long-term financing for small and medium-sized enterprises.
Article 15 encourages and supports qualified small and medium-sized enterprises to carry out equity financing, project financing, leasing equipment financing and other forms of direct financing not prohibited by laws and regulations in accordance with the law; for small and medium-sized enterprises that meet the listing conditions , Relevant departments should actively carry out policy training and financing guidance.
Support qualified small and medium-sized enterprises to issue bonds in accordance with relevant national regulations.
Article 16 People's governments at or above the county level and relevant departments shall establish and improve risk investment mechanisms, guide and support private capital to enter the field of risk investment in accordance with the law, and provide financial support to small and medium-sized enterprises.
Article 17 People’s governments at or above the county level and relevant departments shall promote and organize the establishment of a credit guarantee system for small and medium-sized enterprises, implement preferential and supportive policies on credit guarantees from the state and autonomous regions, and improve credit assessment and risk control. system and strengthen the supervision of credit guarantee institutions.
Encourage industry associations and other social groups and enterprises to invest in the establishment of credit guarantee institutions; encourage small and medium-sized enterprises to establish mutual guarantee institutions and carry out mutual guarantees.
Article 18 encourages various types of guarantee institutions to provide credit guarantees for small and medium-sized enterprises; the income from guarantee business of small and medium-sized enterprise credit guarantee and re-guarantee institutions that are not primarily for profit shall be enjoyed in accordance with relevant national regulations. Tax reduction and exemption policies; financial institutions should give priority to loans to small and medium-sized enterprises that have already applied for credit guarantees.
Chapter 3 Entrepreneurship Support
Article 19 People’s governments at or above the county level shall increase support for entrepreneurship by small and medium-sized enterprises, encourage independent entrepreneurship, and establish and improve policy support to encourage entrepreneurship. system, develop entrepreneurial services, improve the entrepreneurial environment, and reduce entrepreneurial costs.

Article 21: People’s governments at or above the county level and relevant departments should relax the access areas for small and medium-sized enterprises. If laws and administrative regulations are not expressly prohibited, all small and medium-sized enterprises can enter equally.
Article 22 The people's governments at or above the county level shall arrange necessary sites and facilities in urban and rural construction plans, or use the original stock of construction land, idle factories and buildings whose construction has been suspended due to financial difficulties and other reasons. We will transform and construct entrepreneurial bases to provide production and business premises and various services for start-up small and medium-sized enterprises.
Article 23: All types of social capital are encouraged to utilize existing development zone (park) resources to invest in the construction of small and medium-sized enterprise entrepreneurial zones.
Economic and technological development zones, high-tech development zones, and industrial parks should create a good entrepreneurial environment, provide high-quality services, and attract small and medium-sized enterprises to gather in the parks.
Article 24: People who have been laid off from their posts by state agencies and public institutions, unemployed people, disabled people, graduates of colleges and technical secondary schools, retired soldiers, people who have returned from studying abroad, scientific researchers, etc., can establish small and medium-sized enterprises. Departments should create conditions to provide entrepreneurial guidance and training, and implement relevant preferential policies such as tax exemptions and reductions.
Chapter 4 Technological Innovation
Article 25: Special funds used by people’s governments at or above the county level and relevant departments for technological progress shall support technological innovation of small and medium-sized enterprises.
Article 26: Encourage and support small and medium-sized enterprises to accelerate technological progress. Certified high-tech enterprises and high-tech products enjoy relevant preferential policies of the state and autonomous regions.
Article 27: Small and medium-sized enterprises are encouraged to establish professional division of labor and cooperation relationships with large enterprises. Encourage and support qualified small and medium-sized enterprises to establish research and development institutions, improve their independent development capabilities, and promote technological innovation; support the establishment of public technology platforms for small and medium-sized enterprises, and cultivate and establish regional and industry-specific professional technologies. centers and technical service agencies.
Article 29: During the introduction, transformation and production of scientific and technological achievements by small and medium-sized enterprises, 150% of the actual technology development expenses incurred in the year can be deducted from the taxable income of the year. Article 32: Encourage and support small and medium-sized enterprises to expand exports and explore surrounding international markets. Support qualified small and medium-sized enterprises to set up trade institutions, set up industries, and carry out material processing and assembly business abroad; enterprises that use overseas equipment, equipment, raw materials and parts as physical investments can enjoy national export tax rebates and capital and foreign exchange management with relevant certificates. and other preferential policies.
Article 33: Encourage and support small and medium-sized enterprises to carry out circulation modernization, accelerate the development of new circulation industries such as chain operations, logistics distribution, and e-commerce, and establish new rural market circulation networks.
Article 34: Government procurement departments shall publicly release procurement information, provide guidance and services for small and medium-sized enterprises to obtain procurement contracts, and give priority to small and medium-sized enterprises for government procurement under the same conditions.
Article 35: Relevant departments of the people’s governments at or above the county level shall provide guidance and services for small and medium-sized enterprises to carry out self-operated import and export business. Small and medium-sized enterprises that export high-tech products can enjoy relevant preferential policies of the state and autonomous regions.
Article 36: People’s governments at or above the county level and relevant departments shall promote the informatization construction of small and medium-sized enterprises and guide small and medium-sized enterprise service agencies to use computer networks and other advanced technical means to establish and improve open information service systems.
Encourage and support small and medium-sized enterprises to use modern information technology to transform production processes, improve business management, and promote product marketization and internationalization.
Article 37 People’s governments at or above the county level and relevant departments shall encourage small and medium-sized enterprises to carry out quality management system, environmental management system and other standard certifications, support small and medium-sized enterprises in formulating or participating in formulating technical standards, and develop new technologies for small and medium-sized enterprises. Chapter 6 Social Services

Article 40 People’s governments at or above the county level shall promote the construction of the credit system for small and medium-sized enterprises, accelerate the establishment of credit information collection, rating release, and punishment mechanisms for breach of trust for small and medium-sized enterprises, improve the credit file database of small and medium-sized enterprises, and realize the credit management of small and medium-sized enterprises. Article 42 The departments responsible for small and medium-sized enterprises under the people's governments at or above the county level shall guide and assist small and medium-sized enterprises in establishing self-regulatory organizations such as industry associations and chambers of commerce, and support them in safeguarding the legitimate rights and interests of small and medium-sized enterprises. Chapter 7 Protection of Rights and Interests
Article 43 The legal property and legitimate rights and interests of small and medium-sized enterprises shall be protected by law.
No unit or individual may illegally change the property rights of an enterprise, or illegally occupy or use enterprise property for free.
Article 44: Small and medium-sized enterprises enjoy the right to operate independently and engage in production and business activities in accordance with the law. No unit or individual may illegally interfere.
Article 45: Small and medium-sized enterprises have the right to independently determine employment conditions in accordance with the law. However, priority should be given to recruiting ethnic minority personnel in accordance with the relevant provisions of the "Law of the People's Republic of China on Regional Ethnic Autonomy".
Article 46 People’s governments at or above the county level and relevant departments shall standardize administrative licensing activities, disclose service procedures, licensing conditions and related systems. Except as provided by laws and administrative regulations, they shall not impose restrictions on the establishment of small and medium-sized enterprises. Set upfront permissions.
Article 47 People's governments at or above the county level and relevant departments shall standardize inspection and inspection activities. Except as provided by laws and regulations, small and medium-sized enterprises and their products may not be inspected or inspected.
Article 48 People’s governments at or above the county level and relevant departments shall regulate administrative charging activities and publicize charging items, standards, scope and basis, and shall not charge items or charging standards other than those prescribed by the state and autonomous regions. , charging fees to small and medium-sized enterprises.
Article 49: No agency or unit may force or covertly force small and medium-sized enterprises to participate in various training, standard compliance, evaluation, assessment and other activities. Except as otherwise provided by laws and regulations.
Article 50: Small and medium-sized enterprises have the right to refuse or report or accuse any infringement of their legitimate rights and interests to the authority with the power to handle it. The department that receives the report shall investigate and deal with it in accordance with the law.
Article 51 If an administrative agency or its staff violates the provisions of these Measures or neglects their duties, abuses their power, or engages in malpractice for personal gain in the management of small and medium-sized enterprises, their unit or the relevant competent department shall order them to make corrections. Administrative sanctions will be given to the directly responsible person in charge and other directly responsible personnel; if the legitimate rights and interests of small and medium-sized enterprises are infringed and damage is caused, they will be liable for compensation in accordance with the law; if a crime is constituted, criminal liability will be pursued in accordance with the law.
Chapter 8 Supplementary Provisions
Article 52 These Measures shall come into effect on December 1, 2006.
