The probability is low. Usually, bank cards are frozen either by the bank or by the police. Normally, ordinary people have less chance of being frozen. The FXCM platform is strictly supervised by the British FCA and the American NFA. Customer funds are remitted to FXCM's public account opened in the Bank of the United States. As long as the customer account has funds (preferably no positions), funds can be withdrawn at any time.
