According to the spirit and requirements of the Notice of the Provincial Department of Education on Doing a Good Job in Evaluating and Submitting National Scholarships for Postgraduates in 213, the school decided to carry out the recommendation and selection of national scholarships for postgraduates in Lanzhou Jiaotong University in 213. The national scholarship for graduate students is the highest honor awarded by the state for outstanding graduate students. All graduate training units should attach great importance to it, make careful arrangements, improve the evaluation procedures and strictly control the evaluation standards, and do this work openly, fairly and fairly. The relevant arrangements and requirements of the evaluation work are hereby notified as follows:

1. Award evaluation categories: national scholarship for doctoral students and national scholarship for master students.

2. scope of award evaluation: the national scholarship for doctoral students is evaluated among all full-time doctors; The national scholarships for postgraduate students are evaluated among all full-time postgraduate students, and the participating conditions are strictly in accordance with the conditions stipulated in the Measures for the Administration of National Scholarships for Postgraduates of Lanzhou Jiaotong University (Trial) (hereinafter referred to as the "Administrative Measures").

3. Award evaluation indicators: See "Annex I" for the indicator distribution of each training unit.

4. Conditions for participating in the evaluation:

(1) Basic conditions

① Love the socialist motherland and support the leadership of the China * * * production party;

② Abide by the Constitution and laws, and abide by school rules and regulations;

③ Honest and trustworthy, with excellent moral quality;

④ Excellent academic performance, with a weighted average score of not less than 8 points for the degree courses;

⑤ The scientific research ability is remarkable and the development potential is outstanding;

⑥ those who are outstanding in other aspects can be given priority under the same conditions. Outstanding performance in other aspects means outstanding performance in some aspects such as morality, student association work and social practice.

in any of the following circumstances, you may not participate in the evaluation of national scholarships.

① those who violate the school rules and regulations are punished;

② those who have retaken more than one course (including one);

③ Plagiarism, falsification of experimental data, or other behaviors against academic ethics in publishing papers under signature (regardless of the order of signature);

④ those who provide false participating materials.

(2) In principle, participating doctors are required to be doctoral students of grade 27 or later. On the basis of meeting the basic conditions stipulated in the Administrative Measures, they must meet one of the following conditions (all completed during their studies):

① Publish one paper included in SCI or two papers included in EI as the first author in this professional field. Conference papers are not counted, and the retrieval certificate of the school library is required to retrieve papers, the same as below.

② As the first author, he has published at least 3 papers in the core and above journals in this professional field, of which 1 paper was included by EI. Core periodicals refer to the periodicals included in the CSCD core library in that year; The conference papers included in SCI/EI/ISTP are counted as core journal papers, and the same applies below.

③ publish a high-level academic work (translation) as the first author, or edit a textbook of this major or obtain a national invention patent as the first author, and publish at least two papers as the first author in the core and above journals of this major.

④ won the third prize at the provincial and ministerial level and above (the personnel within the quota of the national prize, the top four individuals with the first prize at the provincial level, the top three individuals with the second prize at the provincial level and the top two individuals with the third prize at the provincial level), and published at least two papers as the first author in the journals at the core and above levels in this professional field.

⑤ Presided over or participated in one project of the National Natural Science Foundation or one project of the National Social Science Foundation or presided over one project of scientific research at the provincial and ministerial level as the main researcher (the top three), and published at least two papers as the first author in the core and above journals in this professional field.

(3) On the basis of meeting the basic requirements, the participating masters meet the priority recommendation of one of the following conditions (all completed during their studies):

① Significant achievements have been made in academic research, and papers published in this field as the first author have been included in SCI/EI/ISTP/CSCD(C)/CSSCI;

② publishing academic monographs (translations) as the first or second author;

③ I (the top 2) obtained a national invention patent related to my major.

④ The scientific research achievements were awarded at the provincial and ministerial level and above, and ranked as personnel within the quota;

⑤ won the first prize (or gold medal) or above in international or national professional subject competitions, extracurricular academic science and technology competitions and other competitions.

5. Time schedule for award evaluation: each postgraduate training unit shall set up an evaluation committee according to the requirements of the Administrative Measures, and select the list of candidates to be awarded before September 27th, and the publicity period for each unit shall be from September 28th to October 9th. The publicity documents shall be posted in a prominent position on the website and office building of the College, and the complaint telephone number shall be 495723. Before October 1th, all units will submit the recommended list to the Office of the School Evaluation Leading Group (Room 622, 6th Floor, Science and Technology Center), and October 11th-15th will be the school publicity period. On October 16th, the school will report the evaluation results without objection to the Provincial Department of Education.

6. Postgraduates who have won the national scholarship for postgraduate students will receive a one-time bonus of 3, yuan for doctors and 2, yuan for masters, and a certificate of honor uniformly printed by the state will be issued, and the awards will be recorded in the graduate student's student status file.

7. Requirements for submitting materials: All units are requested to submit the paper version of the following materials (with the official seal of the college) to the Graduate Management Office within the specified time, and the electronic version folder is named after the college and sent to the mailbox of the Management Office: guanlk@mail.lzjtu.cn.
