Chapter 4 of Dongying City’s Urban Employee Medical Insurance Regulations: Raising of Medical Insurance Funds

Article 9 Basic medical insurance premiums are raised in accordance with the following provisions: (1) Basic medical insurance premiums are paid jointly by the employer and employee ***.

The employer shall pay a rate of 6.5% based on the total salary of all employees of the unit in the previous year.

Employees pay a rate of 2% based on their total salary in the previous year.

Individual retirees do not pay basic medical insurance premiums.

People with flexible employment can pay 8.5% based on 60% of the city's average employee salary in the previous year and enjoy basic medical insurance benefits.

As the economy develops and wage income levels increase, employer and employee contribution rates can be adjusted accordingly.

(2) For newly established units and employees who are transferred from other places or newly join the workforce, the total salary approved for the first time in that year shall be the payment base.

(3) If the employer's payment base is lower than 60% of the city's average employee salary in the previous year, 60% of the city's average employee salary in the previous year shall be the payment base; if my total salary in the previous year is 300% higher than the city's average employee salary

, 300% of the average salary of employees in the city in the previous year is the payment base.

(4) When urban employees and self-employed workers reach the retirement age stipulated by the state and go through retirement procedures, if the continuous payment period for medical insurance (including the deemed payment period) exceeds 25 years for men and 20 years for women, the individual will not pay basic medical insurance after retirement.

Insurance premiums and enjoy basic medical insurance benefits.

If the payment period is insufficient, you must make up the basic medical insurance premium before you can enjoy basic medical insurance benefits.

Article 10 Large-amount medical insurance premiums are raised in accordance with the following regulations: (1) Anyone who participates in the basic medical insurance for urban employees in our city should participate in large-amount medical insurance.

(2) Large-amount medical insurance premiums shall be paid by the employer in one lump sum to the medical insurance agency before April 30 of each year at the standard of 60 yuan per person per year.

(3) The standards for raising large-amount medical insurance premiums shall be adjusted in a timely manner by the municipal human resources and social security department in conjunction with the municipal finance department based on the income and expenditure of the large-amount medical insurance coordinating fund.

Article 11 Medical subsidy for civil servants shall be raised in accordance with the following provisions: (1) Scope of participation in medical subsidy for civil servants: 1. Comply with the implementation of the Civil Servant Law of the People's Republic of China and the Civil Servant Law of the People's Republic of China

Civil servants and their retirees stipulated in the Plan; 2. Staff members of people’s organizations and mass organizations and their retirees who have been approved by the Organization Department of the Provincial Party Committee and the Provincial Department of Human Resources and Social Security and are managed with reference to the Civil Servant Law; 3.

The Organization Department of the Commission and the Provincial Department of Human Resources and Social Security have approved the inclusion of staff and retirees of public institutions managed with reference to the Civil Servant Law.

4. Staff members of other public institutions and their retirees can also participate in civil servant medical subsidies.

(2) Medical subsidy for civil servants shall be raised based on 5% of the total salary or total pension of the medical subsidy personnel in the previous year.

(3) The standards for raising medical subsidies for civil servants shall be adjusted in a timely manner by the municipal human resources and social security department in conjunction with the municipal finance department based on the income and expenditure of civil servants’ medical subsidy funds.

Article 12 The employer shall pay the basic medical insurance premiums and civil servant medical subsidy funds for the current quarter to the medical insurance agency in full before the 15th of the first month of each quarter.

Among them, for government agencies, mass organizations and public institutions that implement full financial allocation, the financial department will allocate funds to medical insurance agencies twice in January and July every year.

If the employer fails to pay medical insurance premiums as required, the medical insurance agency shall order it to pay within 15 days.

If payment is still not made within the due date, in addition to making up the overdue amount, a late payment fee of 2‰ will be charged on a daily basis starting from the date of overdue payment.

Late payment fees are incorporated into the medical insurance fund.

Article 13 If the employer is indeed unable to pay medical insurance premiums on time, it may submit a written application for deferral of payment to the local human resources and social security department. The payment may be deferred after review and approval by the local human resources and social security department in conjunction with relevant departments.

The maximum deferred payment period shall not exceed 3 months, and late payment fees will be waived during the deferred payment period.

After the deferment period expires, the employer shall pay the full amount of medical insurance premiums and corresponding interest (the interest amount is calculated based on the bank's loan interest rate for the same period).

Article 14 If an employer is dissolved due to legal reasons or terminated for other reasons, it shall give priority to repay the outstanding medical insurance premiums in accordance with relevant national laws and regulations.

If an employer merges or splits up, the merged or split unit shall bear the unpaid medical insurance premiums.
