Lanzhou Human Resources and Social Security Bureau is the working department of the municipal government. According to the Notice of the General Office of Gansu Provincial People's Government on Printing and Distributing the Institutional Reform Plan of Lanzhou Municipal People's Government (No.1 [29] of the Provincial Party Committee) and the Notice of Lanzhou Municipal People's Government on Printing and Distributing the Implementation Opinions on the Institutional Reform of Lanzhou Municipal People's Government. Main responsibilities
(1) to implement the national and provincial human resources and social security development plans and policies; To formulate the city's human resources and social security development plans, policies and long-term development plans for the construction of relevant talent teams; Organize the drafting of local laws and regulations on human resources and social security, formulate relevant policies and measures, and organize the implementation, supervision and inspection
(2) Formulate and organize the implementation of the city's human resources market development plan and human resources flow policy, establish a unified and standardized human resources market, and promote the rational flow and effective allocation of human resources; Guide the construction of county human resources market.
(3) To be responsible for promoting employment in the whole city, formulate development plans and policies for coordinating urban and rural employment, improve the public employment service system, and improve and implement the employment assistance system; Improve and implement the vocational qualification system and establish a vocational training system for urban and rural workers; Formulate policies for the transfer of rural surplus labor force to employment and entrepreneurship, and strengthen the guidance for the transfer of labor services in the city; Take the lead in formulating employment and entrepreneurship policies for college graduates.
(4) co-ordinate the establishment of a social security system covering urban and rural areas; To formulate and organize the implementation of the city's urban and rural social insurance and its supplementary insurance policies and standards, and organize the formulation of a unified social insurance relationship renewal method in the city; Establish the management and supervision system of the city's social insurance and its supplementary insurance funds in conjunction with relevant departments; Organize the preparation of the draft budget and final accounts of the city's social security fund; Participate in the formulation of the city's social security fund investment policy.
(5) To be responsible for the prediction, early warning and information guidance of the city's employment, unemployment and social insurance funds, formulate response plans, implement prevention, adjustment and control, and maintain the stability of the city's employment situation and the overall balance of social insurance funds.
(6) jointly with relevant departments, formulate policies on the distribution of wages and income of employees of government agencies and institutions in the city, establish a mechanism for ensuring the normal wage growth and payment of employees of government agencies, enterprises and institutions, and formulate policies on the welfare and retirement of employees of government agencies, enterprises and institutions in the city.
(7) to guide the personnel system reform of institutions in the city in conjunction with relevant departments; To formulate management policies for personnel of public institutions and government workers; Participate in talent development and information management, formulate policies for professional and technical personnel management and continuing education, and carry out continuing education for professional and technical personnel; Responsible for the reform and deepening of the title system, and establish and improve the title evaluation system for professional and technical personnel; Establish and improve the postdoctoral management system; Responsible for the management and coordination of professional and technical personnel and high-skilled personnel and the training and selection of various high-level talents; To formulate training and incentive policies for rural practical talents in conjunction with relevant departments; Formulate relevant personnel deployment policies and special personnel placement policies.
(8) to be responsible for the management of the introduction of talents and intelligence from abroad in the city; To formulate policies to attract experts and overseas students to work or settle in Lanzhou (back to Lanzhou); Strengthen international exchanges and cooperation; Management of foreign experts working in Lanzhou, centralized management of the city's overseas (border) training, responsible for overseas students to work in Lanzhou related matters.
(9) to work out policies and plans for the resettlement of demobilized military cadres in the city jointly with relevant departments; Responsible for the education and training of demobilized military cadres; To organize the formulation and implementation of policies for solving difficulties and stabilizing demobilized military cadres in some enterprises; Responsible for the management and service of demobilized military cadres who choose their own jobs.
(1) to be responsible for the comprehensive management of civil servants in the city's administrative organs; In conjunction with the relevant departments, implement the laws, regulations, rules, guidelines and policies on the classification, recruitment, assessment, competition for posts, appointment and removal of posts, rewards and punishments, training, transfer, communication and avoidance, resignation and dismissal, complaints and accusations, and post appointment of national civil servants; In conjunction with relevant departments, organize the drafting of local regulations, draft rules and policies, implementation measures and organize their implementation; To formulate the measures for the management of staff in institutions and the measures for the management of civil servants under the appointment system with reference to the Civil Service Law, and organize their implementation, supervision and inspection; To be responsible for the management of the staff of government systems and institutions with reference to the civil service law; To formulate the city's civil servants' code of conduct, professional ethics construction and capacity building policies; Supervise and inspect the implementation of the Civil Service Law according to law; To undertake the complaints and accusations of civil servants of administrative organs; To undertake the appointment and removal of personnel by the municipal government.
(eleven) in conjunction with the relevant departments to organize the implementation of the national honor system, formulate the municipal government reward system, and be responsible for the government's administrative reward and commendation work; To formulate detailed rules on rewards and punishments for civil servants and guide their implementation; Review the projects and candidates awarded in the name of the municipal government; Review the incentive activities implemented in the name of the municipal government.
(12) to formulate comprehensive policies and plans for the work of migrant workers in conjunction with relevant departments, promote the implementation of relevant policies for migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.
(13) to formulate the mediation and arbitration system for labor and personnel disputes and the labor relations policy in this Municipality and make overall plans for its implementation; Improve the coordination mechanism of labor relations, formulate and implement policies to eliminate illegal use of child labor and special labor protection policies for female workers and underage workers, organize and implement labor inspection, coordinate workers' rights protection, and investigate and deal with major cases according to law.
(14) accepting labor and personnel petitions, and coordinating with relevant departments to handle major labor and personnel petitions and emergencies.
(15) to undertake other tasks assigned by the municipal party Committee, the municipal government and the provincial human resources and social security department.
