On-the-job personnel who have obtained full-time college diplomas or academic degrees from foreign universities are not included in the newly introduced rental subsidies for fresh college students.

Employer's conditions:

(1) enterprises: all kinds of enterprises registered in Hangzhou and paying turnover tax (value-added tax and consumption tax) in Hangzhou according to law.

(2) Administrative institutions: municipal or district, county (city) administrative institutions (including administrative institutions that implement dual management within the system and go through the registration and certification procedures in the establishment departments at all levels in our city).

(3) Other employers: the issuing authority is a social organization, a private non-enterprise or a foundation of the administrative department of the municipal or district/county (city) government.

I. Main contents

1. Implement the new rental subsidy for fresh graduates. For those who have no housing in Hangzhou and do not enjoy preferential housing policies such as public rental housing and talent rental housing, rental subsidies will be given to newly introduced full-time undergraduate (inclusive) college graduates in cities, districts and counties (cities). Recognized Class A talents can buy the first house in Hangzhou without shaking the number; Recognized B, C, D and E talents and qualified talents at corresponding levels can buy the first house in Hangzhou, and give priority to the public sale of newly-built commercial housing at a ratio of no more than 20%.
