Tibet is the roof of the world, while Ali is called the "roof of the world", with an average elevation of more than 4,500 meters. Ali region is located in the southwest border of the motherland, bordering India, Nepal and Kashmir. The whole terrain is high in the northwest and low in the southeast, with an annual average temperature of 0.3-0.7℃. With a total area of 305,000 square kilometers, the region governs seven counties (including four semi-agricultural and semi-pastoral counties in the west and three purely pastoral counties in the east) with a population of only 80,000, making it the lowest population density in the world. Ali is the place where Himalayas, Gangdise Mountain, Karakorum Mountain and Kunlun Mountain meet, and it is also the birthplace of several famous rivers at home and abroad. Here, the mountains are stacked, the Gobi is vast, the vegetation is thin, the ecological environment is very fragile, the climatic conditions are quite bad, and the oxygen content in the air is less than half of that in the mainland, which is almost close to the "forbidden zone". The harsh environment makes the medical infrastructure in Ali area quite weak.
Since 2007, the "Love Tibet, Care for Ali" campaign jointly sponsored by our Association and relevant units * * * takes supporting the harmonious development of Ali society in Tibet and promoting ethnic unity in the border areas as key public welfare projects, contacts and coordinates relevant units and people, and conducts charitable donation activities with "helping doctors, students and the disabled" as the main content. In 2007, I will organize mainland caring medical volunteers to go to various counties in Ali to conduct research, hold free clinics and distribute medicines; In 2008, he held a love party in the snowy area of Lhasa to raise funds, and donated nearly 10 million yuan to Ali and other places.
In recent years, with the continuous advancement of national reform and development and the large-scale development of the western region, profound changes have taken place in the overall construction of Tibet, and the level of medical and health undertakings has been continuously improved. However, limited by natural conditions, compared with the mainland, the development of the western region is relatively slow. In particular, Ali area is located in the southwest border, with vast territory and sparsely populated, harsh environment, insufficient sources of medical personnel, slow updating of knowledge and slow development of new technologies and new therapies, which has affected the further improvement of medical service quality and level to some extent.
In order to better regard this activity as an important activity of East-West exchanges and help the construction and development of Tibet, it is also a very meaningful thing that contributes to the present and benefits the future. It highlights the traditional virtues of the Chinese nation, conforms to the requirements of the central government for supporting the large-scale development of the western region, and is conducive to enhancing national unity, stabilizing the border areas, and improving the health and living standards of people of all ethnic groups in Ali. At the same time, it is a concrete measure to implement the central government's opinions on deepening the reform of the medical and health system.
Through consultation with Ali area and relevant units, we will take the lead in establishing a long-term and stable assistance mechanism for "medical and health construction in Ali area" and organize domestic first-class hospitals and schools to train medical personnel for Ali free of charge. The training work will be in accordance with the requirements of the Health Bureau of Ali region and the principle of "focusing on cultivating big health backbones, strengthening the training of reserve health talents, urgently cultivating health talents and strengthening the training of grassroots health talents".
