On March 2012 17, the Ministry of Finance issued the Interim Measures for the Administration of the Collection and Use of Civil Aviation Development Funds (hereinafter referred to as the "Measures"), which collected civil aviation development funds from passengers and airlines, and cancelled the airport construction fees originally collected from passengers and the civil aviation infrastructure construction funds collected from airlines.
For ordinary passengers, since the cancelled airport construction fee and the newly levied civil aviation development fund are all in 50 yuan, the actual expenditure has not changed. However, in terms of international routes, as the airport construction fee is 70 yuan per person and the civil aviation development fund is 90 yuan per person (including the tourism development fund 20 yuan), the actual expenditure has increased in 20 yuan.
According to the "Measures" promulgated by the Ministry of Finance, the civil aviation development fund is formed by the merger of the original civil aviation airport management and construction fees and the original civil aviation infrastructure construction fund. Among them, the standard for passengers is that each passenger on a domestic flight goes to 50 yuan; Passengers leaving the country by international and regional flights will go to 90 yuan once per person (including 20 yuan, Tourism Development Fund). The collection standard for airlines is consistent with the original civil aviation infrastructure construction fund.
These Measures shall come into force on April 20 12 1 day, and the relevant provisions of the original civil aviation airport management and construction fees and civil aviation infrastructure construction funds shall be abolished at the same time.
