Article 3: To develop charities, adhere to the principles of government guidance, social participation, non-governmental operations, and multi-party collaboration, and improve the level of organization and professionalization.
Charitable donations should adhere to the principle of voluntariness, and charitable organizations should adhere to the principles of openness and non-profitness when conducting charitable activities, and must not violate social ethics or harm the interests of the public and the legitimate rights and interests of others.
Article 4 The municipal, district and county people's governments shall support and promote the development of charities within their respective administrative regions, incorporate charities into the national economic and social development plans and organize their implementation.
Article 5 The civil administration department is responsible for the supervision and management of charitable activities within the administrative region of this city.
District and county civil affairs administrative departments are responsible for the supervision and management of charitable activities within their respective administrative regions.
Administrative departments such as finance, taxation, public security, auditing, education, culture, health, and sports shall do a good job in the management of charitable activities within the scope of their respective responsibilities.
Article 6 Charitable industry self-regulatory organizations should improve industry self-regulatory guidelines, standardize industry order, safeguard members’ rights and interests, and promote industry development.
Article 7 Natural persons, legal persons or other organizations that have made outstanding contributions to the development of charity in this city shall be commended and rewarded.
Article 8 If a natural person, legal person or other organization conducts business activities such as performances, competitions, sales, auctions, etc. to the public and promises to donate part or all of the property obtained for charitable activities, it shall contact the charitable organization or other beneficiary before holding the activity.
The donor signs a donation agreement. After the event, the donation should be made in accordance with the donation agreement and the donation results should be disclosed to the public.
If the natural persons, legal persons or other organizations specified in the preceding paragraph fail to fulfill their donation commitments, they shall bear corresponding legal liabilities.
Article 9: Foundations should actively play a pivotal role in the operation system of charitable organizations, make full use of the advantages of fund raising and professional operations, and support other charitable organizations other than foundations to carry out charitable activities.
Article 10: If other charitable organizations other than public foundations established in accordance with the law carry out charitable activities in accordance with their articles of association and really need to publicly raise property from the unspecified public, they shall jointly carry out fundraising activities with the public foundation.

Article 12 Charitable organizations shall abide by the following provisions when conducting charitable activities: (1) Comply with the provisions of laws, regulations, rules and articles of association; (2) Use donated property in accordance with the wishes of the donor. Article 13 Charitable organizations shall disclose to the public the relevant information required to be disclosed by these regulations and accept social supervision.
Charitable information disclosure should follow the principles of truthfulness, accuracy, completeness and timeliness.
