State-owned units, collectives and individuals shall fulfill the obligations of management and protection in accordance with the management and protection contract, assume the responsibility of management and protection, and obtain compensation for forest ecological benefits according to the performance of the management and protection contract.
The forms of compensation funds for public welfare forests are as follows:
1. The individual part of the compensation funds for public welfare forests is distributed to individual social security cards through the municipal township (street) public finance information management system (the foreign social security cards that cannot be imported by the system are distributed by replacing other card numbers), and the state-owned and collective parts are distributed through Jiangshan Rural Commercial Bank of Zhejiang Province;
2, the collective public welfare forest compensation fees need to be paid to farmers, should develop a distribution plan. Is a village collective, must be approved by more than 2/3 of the villagers' representatives; Belonging to villagers' groups and other collectives, it must be agreed by more than two-thirds of the relevant householders, and the compensation funds shall be paid according to the management requirements of "foreign capital", and shall not be paid in the form of cash, payment receipts, payroll, etc. The villagers' committee shall publish the distribution and use of compensation funds in the village affairs column every year, and accept the supervision of the masses.
To sum up, the state's compensation for forestry ecological forests belongs to forest, tree and woodland operators, and the state protects the legitimate rights and interests of forest, tree and woodland operators according to law; No unit or individual may encroach on trees and woodlands owned by operators according to law. Operators of timber forests, economic forests and firewood forests shall enjoy the right of management, income and other legitimate rights and interests according to law, and operators of shelter forests and special-purpose forests shall have the right to obtain compensation for forest ecological benefits.

The ownership and use right of forest land and forests and trees on forest land shall be uniformly registered and filed by the real estate registration agency, and certificates shall be issued. Forests, trees and woodlands in national key forest areas (hereinafter referred to as key forest areas) identified by the State Council shall be registered by the competent department of natural resources of the State Council.
The legitimate rights and interests of owners and users of forests, trees and woodlands are protected by law, and no organization or individual may infringe upon them.
Owners and users of forests, trees and woodlands shall protect and make rational use of forests, trees and woodlands according to law, and shall not illegally change the use of woodlands or destroy forests, trees and woodlands.
