4. Before filling in the Plan-Budget Table of Projects Funded by the National Natural Science Foundation, please read the Measures for the Administration of Projects Funded by the National Natural Science Foundation carefully, and fill in according to the specified specific expenditure scope. The following details must be carefully checked one by one, so as not to go back and modify them and delay the allocation time.
(1) The preparation of the budget shall be based on the funding application form and funding amount in the Notice of Approval of Project Funding;
(2) For subjects with budgetary funds, the calculation basis and budgetary reasons must be explained in the remarks column (not too detailed, so as not to affect the beautiful page as much as possible);
(3) "Instrument and equipment expenses" refers to the expenses for the purchase, transportation, installation and maintenance of special instruments and equipment, and the expenses for the purchase and processing of materials and accessories for self-made special instruments and equipment. Therefore, office equipment such as "notebook computers" should not be included in the budget. If the cost of equipment purchase and trial production is more than 50 thousand yuan (inclusive), the purpose and necessity must be explained item by item in the text of the report;
(4) "Laboratory modification fee" refers to the cost of modifying the laboratory in order to improve the experimental conditions of funded projects. Shall not be used for laboratory expansion, civil engineering, housing maintenance and other expenses.
(5) The difference between "cooperation fee" and "cooperation fee":
Cooperation fee refers to the cost of two or more units cooperating to undertake the research work of natural science fund projects. The cooperative unit refers to the unit that * * * applied for the natural science foundation project, which has been clearly listed in the application form of the National Natural Science Foundation project, stamped with the official seal of their respective units, and approved by the National Natural Science Foundation of China, and has been automatically included in the plan as the abbreviation of "cooperative unit information". In the preparation of the project (project) budget, the cooperation fee shall be included in the expenditure budget account by each cooperative unit according to the purpose, and then reported by the lead unit after summary. Requirements: such funds cannot be listed in the "cooperation fee", but are calculated into the business fee, material fee and other subjects respectively.
The collaboration fee refers to the cost of undertaking part of the research and experimental work of the Natural Science Fund project with the applicant, and the collaboration fee expenditure is included in the budget item of "research fund-collaboration fee". When budgeting, the cooperative unit must be clearly defined, and when using it, the supporting unit of the project (project) will allocate it according to the cooperation contract. The "collaboration fee" budget cannot be charged between units or departments of our school. In principle, the project leader is required not to allocate this fund. If it is really necessary to allocate this fund, please attach the cooperation agreement (seal) between the two parties.
(6) The "labor cost" budget cannot be used for overtime allowance, labor allowance, temporary employee salary and other expenses. General project budget does not exceed 15%, and key projects do not exceed 10%. Please fill in the remarks column strictly and uniformly as "Labor Expenses of Postgraduates and Postdoctoral Staff directly involved in the project research". If there is no postdoctoral staff involved, please fill in "Labor Expenses of Postgraduates directly involved in the project research". Please do not delete it.
(7) The budget proportion of "management fee" is calculated strictly by 5%, and the column of "Remarks" is uniformly filled as "the expenses incurred by the project supporting unit for organizing and supporting the project research".
(8) The funds for international cooperation and exchange shall not exceed15%; Key projects shall not exceed 10%, and the calculation basis shall be explained.
