State grants are evaluated once every academic year. State grants are distributed every year in 10 months, and universities distribute state grants to aided students every month.
In the same academic year, students who apply for and receive state grants can apply for and receive state scholarships or state inspirational scholarships at the same time. Students majoring in normal education directly under the Ministry of Education who are trying out free education will no longer receive state grants at the same time.
The basic application conditions for state grants are as follows:

The state establishes funds and loan grants for students in institutions of higher learning, and encourages institutions of higher learning, enterprises, institutions, social organizations and other social organizations and individuals to set up various forms of grants to help students with financial difficulties.
Students who receive loans and grants shall fulfill their corresponding obligations.
Interim Measures for the Administration of State Grants in Ordinary Undergraduate Colleges and Higher Vocational Schools Article 3 State grants are used to finance students with financial difficulties among full-time undergraduate students (including higher vocational colleges and second bachelor's degrees).
The number of state grants for central universities shall be determined by the Ministry of Finance in consultation with relevant departments. The number of national grants for local colleges and universities is determined by the provinces (autonomous regions and municipalities directly under the Central Government) according to the total number of people determined by the Ministry of Finance and the Ministry of Education, as well as the number, category, educational level, education quality, number of college students, student source structure and other factors. In the allocation of national scholarships, universities for nationalities and universities with special disciplines such as agriculture, forestry, water, minerals, oil and nuclear need to be properly tilted.
