Implement the policy of adjusting unemployment insurance rates, reduce the burden on enterprises and individuals, and stabilize employment. We will expand the implementation scope of unemployment insurance fund to support enterprises to stabilize their posts from three types of enterprises, such as merging and reorganizing enterprises, resolving overcapacity enterprises and eliminating backward production enterprises, to all eligible enterprises. Enterprises with difficulties in production and operation can take measures such as on-the-job training, shift work, flexible working hours and negotiated salary through collective consultation with employees to avoid layoffs or reduce layoffs. If it is really necessary to lay off employees, it is necessary to formulate a personnel placement plan, implement special employment assistance actions, properly handle labor relations and social insurance, and promote the reemployment of unemployed people as soon as possible. According to the merger and reorganization policy, the land compensation fees paid to enterprises should be given priority to the placement of employees. Improve the unemployment monitoring and early warning mechanism and establish an employment emergency plan to deal with unemployment risks.
