What kind of enterprises (companies) need to be put on record by the National Development and Reform Commission?
industrial projects only need to go to the local investment authorities for filing, and then go to the industrial and commercial, land, planning, environmental protection and other departments for corresponding procedures with the project filing notice issued by the National Development and Reform Commission. I don't know which specific proposal you want to do, but it's better to go to the National Development and Reform Commission or the Economic and Information Commission for filing procedures, because in the future, land certificates and planning permits will include the procedures of environmental assessment, and government funds and support will be sought, and the filing procedures will be relatively simple.
The relevant person in charge of Chengdu Eco-Environment Bureau said that this is an innovative measure of differentiated management and control for emergency emission reduction in heavily polluted weather put forward by the Ministry of Ecology and Environment in 219, combining with the reality of 31 key industries in China.
The relevant key industry enterprises involved formulate emergency emission reduction plans for heavily polluted weather in combination with their own industry characteristics, production conditions, production processes and pollution emissions. Among them, enterprises whose performance grade of heavily polluted weather has reached Class A are exempted from stopping production during the emergency period of heavily polluted weather, and Class B enterprises reduce the proportion of stopping production.
"This will play a positive role in accelerating the green development of enterprises, promoting the upgrading of industries and promoting high-quality economic development." The person in charge said that the ecological environment department and the economic and information department will guide enterprises to formulate emission reduction measures in accordance with the national "Technical Guide for the Formulation of Emergency Emission Reduction Measures for Key Industries in Heavy Pollution Weather" and in combination with the production situation and production technology of enterprises.
The measures require detailed production lines, production process links and production equipment. After the scheme is verified by experts to meet the conditions of "operability, detectability and verifiability", it will be filed with the ecological environment and economic information department and included in the emergency emission reduction list of heavily polluted weather. "For the' one factory, one policy' compiled by the enterprise, we will give timely guidance and timely adjustment in combination with the actual production of the enterprise and the specific difficulties encountered in the implementation process."
