The chairman of the provincial credit cooperative union is the administrative level at the main hall level. Provincial Association is a department-level financial enterprise under the leadership of the provincial and autonomous regional governments, and the party secretary of the chairman of the provincial association belongs to the department-level cadres.

Provincial Association is a service organization, which belongs to the service organization entrusted by the provincial government to manage the rural credit cooperatives in the province. Because the agency and the bank are independent legal persons, the provincial association is not an enterprise.

Rural credit cooperatives are divided into the following departments: Rural Credit Cooperatives, International Finance Department of Rural Credit Cooperatives, Zheng Tong Rural Credit Cooperatives Training School, Credit Department of Rural Credit Cooperatives, etc. It is a department under the dual leadership of CBRC and the State Council.

The director is the person appointed by the government to be responsible for the normal operation of the credit cooperatives, which belongs to the establishment of civil servants.
