Visa is not all a credit card. Visa has credit cards and debit cards. Many debit cards issued by banks are visa-based.
Visa refers to an international organization. Visa itself does not issue cards. It is just a route that a cardholder takes when swiping a card. For example, the all-in-one card issued by China Merchants Bank is issued by Visa. Just like UnionPay, UnionPay itself does not issue cards. It only uses UnionPay's card swiping route when cardholders swipe their cards.
If the cardholder wants to have a Visa debit card, he only needs to deposit money in the bank to open an account. If the cardholder wants to have a Visa credit card, there is no need to deposit money to open an account like a debit card.
