Article 7 of the Notice of China Banking Regulatory Commission on Further Regulating Credit Card Business.
Banking financial institutions should conduct due diligence on the credit level and repayment ability of credit card applicants, who should have a fixed job, a stable source of income or provide reliable repayment guarantee. If the applicant does not meet the above conditions, but it is really necessary to issue a card, the banking financial institution shall clarify the scope of application of the card issuance and establish the corresponding card issuance management mechanism. The applicant must implement the second repayment source, and the second repayment source should have the corresponding repayment ability. Before issuing a card, a banking financial institution must confirm that the second repayment source has agreed in writing to bear the corresponding repayment responsibility, otherwise it may not issue a card.
