According to the website of Legal Express, Article 551 of the Civil Code, which was voted by the Third Session of the 13th National People's Congress on May 28th, 2020, stipulates that the debtor shall obtain the consent of the creditor when transferring all or part of its debts to a third party. The debtor or a third party may urge the creditor to give consent within a reasonable time. If the creditor fails to express it, it shall be deemed as disagreement.
