Generally speaking, it is not possible. Even if the amount is small, it cannot be applied for with just an ID card.

The required materials for applying for a credit card are:

2. Original and copy of ID card

3 , proof of work, proof of income (stamped by the employer)

4. Those with non-local household registration also need to provide proof of residence

5. Individuals must also provide the following materials : A verified business license or tax registration certificate that proves the business has been in business for more than two years; a business premises contract or a certificate of ownership (that is, a real estate certificate).
