The First Secretary is a theme film directed by Chen Guoxing and starring Yang Lixin, Xu Fan and He Bing. It was released in Chinese mainland on July 20 10.

The film tells the story of Shen Hao, the first secretary of the Party branch in Xiaogang Village, Fengyang County, Anhui Province, who overcame various difficulties and led the villagers in Xiaogang Village to get rid of poverty and become rich.
