Chapter I General Provisions Article 1 In order to stimulate the vitality and creativity of the non-public economy, optimize the business environment, build a pro-Qing political and business relationship, promote the healthy development and growth of the non-public economy, and promote high-quality development, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to promoting the construction of "two sanitation" pioneer areas in the new period within the administrative area of this Municipality.

The "two healths" as mentioned in these Regulations refer to the healthy development of the non-public economy and the healthy growth of people in the non-public economy. Article 3 The construction of "two healths" pioneer areas in the new era should adhere to the leadership of the Communist Party of China (CPC), implement the new development concept, adhere to fair competition, follow market rules, support reform and innovation, strengthen the guarantee of the rule of law, and encourage, support and guide the development of the non-public economy. Article 4 The people's governments of cities and counties (cities, districts) shall strengthen their leadership in the construction of "two health" pioneer areas in the new period, establish and improve the coordination mechanism of construction work, make overall plans for policy formulation, supervise and inspect the implementation of policies, coordinate major issues in construction work, and determine specific working institutions to be responsible for daily guidance, organization and coordination.

All relevant units should, in accordance with the division of responsibilities, do a good job in the construction of the "two sanitation" pioneer areas in the new period. Chapter II Factor Guarantee Article 5 The people's governments of cities and counties (cities, districts) shall give full play to the leading role of land and space planning, realize the organic integration of land use, urban and rural construction and industrial development, and improve the ability to guarantee resource factors.

Improve the land supply mechanism, give full play to the role of the market in the allocation of land resources, scientifically arrange the annual construction land supply plan, and do not set unequal standards or conditions for the land supply of non-public economic organizations because of different forms of ownership.

Improve the performance evaluation and contract performance management of industrial project land, comprehensively manage idle and inefficient land, and improve land utilization rate and output rate. Article 6 The people's governments of cities and counties (cities, districts) shall make overall plans, delimit the boundaries of industrial blocks, and ensure the total amount of land used to match the industrial economic growth.

The planned industrial land within the boundaries of industrial blocks shall not be adjusted for non-industrial purposes. Due to the needs of major urban development strategies and major infrastructure construction, if the area of industrial land within the boundaries of industrial blocks is reduced, the balance of occupation and compensation shall be implemented within the scope of counties and cities. Article 7 On the premise of meeting the requirements of fire control and production safety, the proportion of the construction area of supporting administrative office and living service facilities in the land owned by general industrial projects may be relaxed according to the standards stipulated by the state and the province.

The increase in the proportion of buildable building area should be mainly used for the construction of dormitory-type affordable rental housing, and complete sets of commercial housing should not be built. Article 8 The people's governments of cities and counties (cities, districts) shall set up special funds for talent work, optimize service guarantee measures such as talent settlement, housing, children's enrollment, spouse employment and medical care, establish a talent evaluation mechanism for non-public economic organizations with work experience, annual salary and actual contribution as the main criteria, and introduce and train multi-level talents in different fields.

Give play to the role of the market, society and other multi-subjects, cultivate and develop professional social organizations and talent intermediary service institutions, and undertake and carry out personnel training, introduction, evaluation, mobility and encouragement in an orderly manner. Article 9 The people's governments of cities and counties (cities, districts) should speed up the construction of a modern vocational education system, innovate the mode of running vocational education, promote the integrated development of secondary and higher vocational schools, and deepen the integration of production and education and school-enterprise cooperation. Encourage the implementation of order training for technical and skilled personnel, and promote modern apprenticeship and new enterprise apprenticeship.

Support ordinary colleges and universities, vocational colleges (including technical colleges) and professional training institutions to set up relevant majors and courses in combination with the needs of local industries and non-public economic organizations to cultivate innovative, applied and skilled talents.

Encourage and guide qualified employers, vocational colleges, industry associations and other organizations to carry out vocational skill level appraisal. Article 10 Banking financial institutions and local financial institutions shall deepen their financial services to the real economy. Under the premise of controllable risks, we will increase investment in credit loans and medium-and long-term loans to non-public economic organizations, expand the scale of unpaid loans, encourage innovative support measures such as mortgage of real estate, entrusted financing of assets of small and micro enterprises, and securitization financing of technical property rights, and reduce the financing threshold and financing cost of non-public economic organizations.

Banking financial institutions shall enhance the stability of financial support, and shall not stop issuing loans at will or recover loans that have not yet expired in advance.

Encourage and support qualified non-public economic organizations to issue stocks, bonds and other financing tools according to law, carry out equity financing and cross-border financing, and expand financing channels. Eleventh city and county (city, district) people's governments shall establish and improve the government financing guarantee system, promote the government financing guarantee institutions to expand their business scale, reduce the guarantee rate, and provide credit enhancement services for the financing of non-public economic organizations. Twelfth city and county (city, district) people's government should improve the local financial risk monitoring and early warning system, improve the supervision and coordination and information sharing mechanism, the implementation of risk linkage prevention and control, to prevent and resolve financial risks.

City, county (city, district) people's government may, according to the needs, organize the establishment of special funds to support enterprises to tide over the difficulties and prevent and resolve financial risks.
