In order to realize the urbanization goal of building thousands of characteristic towns, with the establishment and continuous construction of the first batch of characteristic towns, the state has also announced a series of financial support policies.
The Ministry of Housing and Urban-Rural Development, the National Development and Reform Commission, and the Ministry of Finance put forward two support channels in organizational leadership and support policies. First, the National Development and Reform Commission and other relevant departments support qualified characteristic town construction projects to apply for special construction funds; Second, the central government will reward the characteristic towns that have done a good job. It can be said that this is the first time that the central financial funds have systematically supported the construction of small towns, which has a very important guiding role. This shows that the relevant departments of the central government have indeed put the construction of characteristic towns in an important position in the new urbanization work.
Regarding the application for special construction fund for characteristic town construction projects, in fact, before the documents of the three ministries were issued, in the new urbanization where the National Development and Reform Commission applied for special construction fund, the characteristic town construction subproject and several other subprojects were also closely related to the construction of characteristic towns, namely, small and medium-sized cities in the pilot areas of new urbanization in China, pilot areas of comprehensive reform of small and medium-sized cities in China, and towns with ethnic characteristics. The National Development and Reform Commission also indicated that it will strengthen overall coordination and increase support for projects, funds and policies.
For the central financial reward, it is clear that the characteristic towns with better work are given appropriate encouragement. In the financial industry, the Agricultural Development Bank was the first to respond to this project, and at the end of the year, it launched related special credit products for construction. In, the Ministry of Housing and Urban-Rural Development and the Agricultural Development Bank jointly issued relevant policies, further clarifying the financial support for the construction of characteristic towns. The Ministry of Housing and Urban-Rural Development is responsible for organizing and promoting policy-oriented financial support, and conducting guidance and inspection. The Agricultural Development Bank further strives for national preferential policies and provides medium-and long-term and low-cost credit funds for construction projects.
In terms of financial support, in order to promote poverty-stricken areas to get rid of poverty as soon as possible, priority should be given to supporting the construction of characteristic towns in such areas, and the scale of credit should be coordinated from the overall situation to ensure the demand for funds. It can be seen that in the important stage of current economic transformation, the development of characteristic towns has become a basic national policy, which plays a very important role in promoting urbanization and improving people's living standards.
